随着我国经济发展水平不断提高,城乡居民收入持续增长,消费者对奢侈品的需求与日俱增,我国消费者奢侈品消费支出持续强劲增长,特别是境外消费和海外代购奢侈品越来越多地成为内地消费者的新选择,奢侈品消费地区分化十分严重。本文分析了奢侈品消费"内冷外热"现象的原因,并提出了相应对策。

征收奢侈品消费税有利于防止两极分化、有利于保证社会公平、有利于实现社会稳定。我国现行奢侈品消费税存在征税范围过窄、税率偏低且设置不合理等缺陷。本文对我国征收奢侈品消费税建议扩大征税范围,合理确定实物性奢侈品的征税范围、开征服务性奢侈品税,另外,建议设置合理的税率,确定科学的奢侈税税率依据并提高现有的奢侈品税率。
